T he People's Charter of Needs is a brainchild of His Excellency, Rt. Hon. Francis Ogbonna Nwifuru, Governor, Ebonyi State. It is a compendium of his manifesto, anchored on his desire to run the Government of Ebonyi State by meeting the needs of the people and not what the Government wants.
